State Fiscal Year 2025 QIPP (Year 8) Dates to Remember Document and Preliminary Eligibility List Now Available

The Health and Human Services Commission’s (HHSC) Quality Incentive Payment Program (QIPP) is a state-wide performance-based payment program designed to incentivize nursing facilities to improve the quality and innovation of their services. Two classes of providers are eligible to participate:

  • Non-state government-owned nursing facilities (NSGO).
  • Private nursing facilities.

The SFY 2025 QIPP (Year 8) Dates to Remember document is now available on the HHS Provider Finance Department QIPP webpage. The following are a few upcoming dates:

  • By Jan. 12, 2024 — The SFY 2025 QIPP (Year 8) preliminary eligibility list has been posted to the HHS Provider Finance Department QIPP webpage.
  • By Jan. 30, 2024 — An amendment to Title 1 of the Texas Administrative Code (1 TAC) 353.1302, concerning the Quality Incentive Payment Program for Nursing Facilities on or after Sept. 1, 2019, was adopted and will be effective on Jan. 30, 2024. A courtesy copy of the preamble and rule text is available for viewing on the HHS Provider Finance Department QIPP webpage under the “Methodology/Rules” section.
  • By Feb. 14, 2024 — For nursing facilities to enroll under a new class, Change of Ownership (CHOW) applications must be received by February 14, 2024, in accordance with 1 TAC 353.1302.
  • March 15, 2024 to April 15, 2024 — The SFY 2025 QIPP (Year 8) enrollment will begin on March 15, 2024, and end on April 15, 2024. The application fee for private nursing facilities is also due by April 15, 2024.
  • May 6, 2024 — NSGO facilities participating in SFY 2025 QIPP (Year 8) will receive their suggested intergovernmental transfer (IGT) responsibilities.
  • May 23, 2024 — NSGOs participating in the IGT QIPP funding process must make their IGT declarations of intent by May 23, 2024. The expected settlement dates are:
    • First half is due by June 3, 2024, for settlement on June 5, 2024.
    • Second half is due by Dec. 2, 2024, for settlement on Dec. 4, 2024.
