New Emergency Rules Adopted Related to Governor’s Proclamation Declaring Disaster

The Texas Health and Human Services Commission (HHSC) has adopted emergency rules (PDF) relating to Gov. Greg Abbott’s disaster proclamation issued May 31, 2021.

The proclamation declared a disaster in Texas due to people unlawfully crossing the Texas-Mexico border. The proclamation directs HHSC to discontinue state licensing of any child care facility that shelters or detains unlawfully present people.

The rules are effective Jan. 9. The rules will be effective for up to 120 days and may be extended for 60 more days.
