Informational Notice for STAR+PLUS Pilot Program

The Health and Human Services Commission (HHSC) will be holding a special joint meeting of the Intellectual and Developmental Disability System Redesign Advisory Committee (IDD SRAC) and STAR+PLUS Pilot Program Workgroup (SP3W) on January 20, 2022 at 1:00pm to provide an overview of IT and systems modifications planned to support the implementation and operation of the STAR+PLUS Pilot Program (SP3). The meeting is open to the public and there will be time on the agenda for public comment.

House Bill (H.B.) 4533, 86th Legislature, Regular Session, 2019, amends Government Code Chapter 534 and requires HHSC to collaborate with the IDD SRAC and SP3W to develop and implement SP3. SP3 is meant to test the delivery of long-term services and supports for people with intellectual and developmental disabilities (IDD), traumatic brain injury, acquired brain injury and people with similar functional needs, through the STAR+PLUS Medicaid managed care program. The pilot must implement by September 1, 2023, operate for at least 24 months, and include an evaluation.

The planning and design of the SP3 is underway, including the needed system updates to support business functions to ensure each pilot participant is enrolled and receives appropriate services and supports.

An overview of the IT and system modifications will be discussed at the joint IDD SRAC and SP3W meeting scheduled for January 20, 2022. This discussion may be of interest to those vendors who are participating in or following HHSC’s Request for Information (RFI) No. HHS0011268 interRAI Assessment Tools issued December 27, 2021, or the upcoming STAR+PLUS Request for Proposal (RFP) HHS0011062 planned for issuance February or March 2022.

The meeting is not a procurement event. Rather, it is an opportunity for interested parties to publicly share their respective insight regarding IT and system modifications needed for SP3.
