The Fiscal Year 2019 Coordinated Statewide Behavioral Health Expenditure Proposal provides information regarding $3.9 billion in behavioral health funding reported from SBHCC member agencies and institutions of higher education (including Medicaid behavioral health funding). The proposal links expenditures to strategies in the strategic plan to demonstrate how state appropriations will be used to further its goals during fiscal year 2019. Strategic plan goals, objectives, and strategies will assist agencies and institutions of higher education in enhancing coordination, eliminating redundancy, and ensuring optimal service delivery.

This report requires the Health and Human Services Commission (HHSC) to identify efficiencies across agencies to integrate systems of care and work jointly with the Texas Diabetes Council (TDC) to improve screening rates for Medicaid patients at risk for diabetes; and increase enrollment in diabetes self-management education (DSME) programs for those Medicaid patients diagnosed with diabetes.

As required by the 85th Legislature of the State of Texas, Texas Health and Human Services Commission (HHSC) conducted a study of the potential savings from implementing certain changes to HHSC’s current method of administering prescription drug benefits for Medicaid and the Children’s Health Insurance Program (CHIP). An addendum to this report was issued on March 6, 2019, to clarify the estimated cost and savings impact to the state, HHSC and Federal Government.
