Texas Human Resources Code, Section 51.006, requires the Health and Human Services Commission (HHSC) to publish a report each even-numbered year that summarizes data received from family violence centers under contract with the agency for the Family Violence Program (FVP). This report provides information on fiscal year 2017 program expenditures and highlights the successes HHSC-funded contractors had in providing family violence services to positively impact the health and well-being of family violence survivors and their children.

High performance bonuses are annual incentive payments to states meeting standards established by the Secretary of the U.S. Department of Agriculture for high or most improved performance in the administration of SNAP. HHSC is directed to use a portion of bonus awards to develop and operate a nutrition education and outreach program, or other activities to improve low-income consumers’ access to basic nutrition and healthy foods and prepare a report each year of the biennium summarizing its progress implementing the education and outreach program and related activities.

The report includes recommendations to improve current pay for quality measures, areas requiring additional study, and how the agency could potentially use study findings if it expands the use of P4Q measures into outpatient settings.
