Revisions

The following sections were revised in the Community Care Services Eligibility (CCSE) Handbook:

2333.1	Required SASO Entries for Applications Withdrawn Early in the Process	Adds the definition of an application and denials. Updates language.
2340	The Initial Interview and Application Process	Updates language. Updates the signature requirements on F2307 Rights and Responsibilities. Aligns Form 8001 Medicaid Estate Recovery Program Receipt Acknowledgement requirements with CCSE HB 2347 Texas Medicaid Recovery Program.
2652	Changing the Service Schedule Between Reassessments	Adds the definition of calendar and business days for specific case actions. Updates language.
4634	Practitioner’s Statement of Medical Need	Changes the responsibility to verify the person has a medically related health problem that causes a functional limitation in performing personal care from the caseworker to the regional nurse for Community Attendant Services (CAS) and Primary Home Care (PHC). Updates Language.
4652.2	Expedited Referrals for Primary Home Care	Updates language. Adds the definition of calendar days. Changes the responsibility of receiving information about the Practitioner’s Statement of Medical Need and negotiation of the start of care from the caseworker to the regional nurse.
4654	Pre-Initiation Activities	Updates language. Adds the definition of calendar days.
4661	Receipt of the Practitioner's Statement of Medical Need	Updates language. Changes the caseworker reference to the regional nurse.
4661.2	Required Corrections	Updates language. Adds wording to clarify the practitioner’s statement of need receipt date.
4662.1	Authorization for Routine Referrals	Updates language. Transfers the responsibility of authorizing Primary Home Care services from the caseworker to the regional nurse.
4663	Effective dates.	Updates language. Transfers the responsibility of establishing the effective date Primary Home Care services from the caseworker to the regional nurse.
4664	Time-limited Services	Updates language. Changes the responsibility of receiving information about the Practitioner’s Statement of Medical Need and negotiation of the start of care from the caseworker to the regional nurse.
4673.3	Increase in Hours	Updates language. Adds the definition of calendar days.
8147	Information for Authorize Window — Authorization Wizard — CCSE	Updates language. Transfers the responsibility of authorizing Primary Home Care services from the caseworker to the regional nurse.
Appendix XI	Income and Resource Limits	Fixes error on Income limit for CAS, Waiver, Institutional Couple Income Limit.

Forms

The following forms were revised in the CCSE Handbook:

2307-A	Family Care, Community Attendant Services and Primary Home Care Rights and Responsibilities	Updates language. Updates income limits.
2307-B	Emergency Response Services Eligibility Criteria and Responsibilities	Updates the form title from Emergency Response Services Eligibility Criteria and Responsibilities to Emergency Response Services Rights and Responsibilities. This aligns the title of the F2307-B with the titles of Forms 2307-A, 2307-F, and 2307-EVV. Updates language.
2307-F	Adult Foster Care Services Rights and Responsibilities	Updates language.
2101 Instructions	Authorization for Community Care Services	Updates language. Transfers the responsibility of authorizing Primary Home Care services from the caseworker to the regional nurse.
