Impact of COVID-19 on Vulnerable Populations in Texas
HHSC is in the process of conducting a study to examine the impact of the COVID-19 pandemic on vulnerable Texans. You can find the full report on Phase 1 of the HHSC Study here (PDF).
For Phase 1 of the study, HHSC created a series of dashboards to visualize high-level descriptive information about COVID-19 among different populations. Since releasing Phase 1, HHSC has consistently updated data within these initial dashboards and worked to expand the depth and breadth of available information as data becomes available.
In November 2021, HHSC expanded the dashboards to include new views that illustrate preliminary data on Medicaid teleservices utilization. These tools will help stakeholders understand the degree to which increased availability and utilization of teleservices impacted individuals served by Texas Medicaid. The first dashboard displays overall Medicaid and CHIP utilization of teleservices, while the second dashboard shows teleservices use among select service types.
Generally, the new dashboards indicate an increase in teleservices utilization among clients in the Medicaid and CHIP programs during the COVID-19 pandemic. These increases correspond to HHSC’s efforts to ensure continuity of care during the COVID-19 pandemic by expanding Texas Medicaid coverage of teleservices. The enhanced flexibilities covered acute care, behavioral health, and long-term services and supports.

County-level Vulnerability and COVID-19 Measures

The County-level Vulnerability and COVID-19 Measures dashboard was redesigned in July 2022 to allow users to visualize annual case rates for each year. The rates use population estimates instead of projections for the calculation and are reported per 100,000 instead of 1,000 population. COVID-19 Fatalities
The Texas Department of State Health Services (DSHS) added similar fatality rate calculations to their surveillance dashboard in March 2022. HHSC will keep its provisional data posted for historical purposes but will no longer update this dashboard. You can find more recent data on the DSHS COVID 19 Dashboard and COVID-19 Cases and Deaths by Vaccination Status Dashboard. Those dashboards use population estimates instead of projections to calculate fatality rates. As of May 2022, the difference in reported fatality rates was no more than 10 fatalities per 100,000 persons in any sub-population (a maximum percent difference of 5.1%).
