Initial Application

Initial Application Process Map (PDF)

  • Requirements: Nurse Aide Training and Competency Evaluation Programs (NATCEPs) must:
    • Have a classroom location with all required equipment.
    • Have a clinical site(s) that meets one of the following:
      • Nursing facility licensed under Texas Health and Safety Code, Chapter 242.
      • Licensed intermediate care facility for an individual with an intellectual disability or related condition licensed under Texas Health and Safety Code, Chapter 252.
      • Type B assisted living facility licensed under Texas Health and Safety Code, Chapter 247.
      • General or special hospital licensed under Texas Health and Safety Code, Chapter 241.
      • Hospice inpatient unit licensed under Texas Health and Safety Code, Chapter 142.
    • Have a program director who is a registered nurse (RN) in Texas, has a minimum of two years of nursing experience, and has completed a course focused on teaching adult students or has experience teaching adult students or supervising nurse aides.
    • Have a program instructor who is a licensed vocational nurse (LVN) or an RN in Texas, has a minimum of two years of nursing experience, and has completed a course focused on teaching adult students or has experience teaching adult students or supervising nurse aides.
    • Either the program director or a program instructor must have at least one year of experience providing long-term care services in a nursing facility. If an instructor is an LVN, a NATCEP must have:
      • A director with at least one year of providing long-term care services in a nursing facility, or an instructor who is an RN with at least one year of providing long-term care services in a nursing facility.
         
  • Submit application through TULIP: Log in to TULIP to create an applicant registration. Select the NA/MA/NFA tab, then select Security Authority, then select Nurse Aide Training Program and complete a New Program Application.
    • Complete the following:
      • Information tab:
        • Step 1: Address information.
        • Step 2: Classroom location, program questions and physical address.
        • Step 3: Administrative authority, program director and program director questions.
        • Step 4: Clinical Site(s)
        • Step 5: Program instructor.
        • Step 6: In-service education, as applicable.
      • Documents tab: Upload program director resume, program instructor(s) resume, and clinical agreement letter for each facility listed.
    • HHSC staff review the application. If they find deficiencies, they will place the application in Response Required status so the applicant can make corrections.
       
  • Approval letter: Once the applicant has met NATCEP requirements, HHSC staff will send the approval letter to the email address provided on the application. The NATCEP may begin offering the training once approved. The approval period is two years.
     
  • On-site survey: A NATCEP surveyor will contact the NATCEP via email within two years of the initial approval to conduct an in-person review. For more information, read Provider Letter 2023-16 – NATCEP Survey Process (PDF).
