Aging Texas Well Strategic Plan

The Aging Texas Well Strategic Plan (PDF) – mandated by Executive Order RP-42 (PDF) – is a comprehensive plan that outlines how HHSC, in collaboration with other state agencies, will elevate aging policy issues, guide state readiness, and promote increased preparedness for the growing older adult population.

With guidance from the Aging Texas Well Advisory Committee, HHSC updates the plan every two years. The 2022-23 plan identifies priorities of older adults, family caregivers, and aging service providers and outlines preliminary strategies for addressing these needs.

Behavioral Health Services

Behavioral Health Services strives to improve its programmatic process through best practices and program evaluation, and looks to raise awareness about resources for mental illness and substance use disorder.

Changes to the State Hospital System

Texas Health and Human Services is embarking on a multiyear project to expand, renovate and transform the state hospital system. State hospitals provide inpatient psychiatric care for adults, adolescents and children and are important for people requiring psychiatric services.

Comprehensive Health Homes for Integrated Care (CHIC) Kids Pilot

Launching Dec. 1, 2022, the CHIC Kids pilot aims to establish or enhance a health home model that improves care coordination for children with medically complex conditions.

Continuum of Care Workgroup

To enhance mental health services for Texans, an interagency Continuum of Care Workgroup was created and brings together representatives from all areas of HHSC that influence mental health care.

Founded in Fall 2018, the Continuum of Care Workgroup is co-chaired by the Deputy Executive Commissioner for Intellectual and Developmental Disability and Behavioral Health Services and the Deputy Executive Commissioner for the Health and Specialty Care System. The workgroup increases communication effectiveness, ensures internal collaboration and mitigates redundant efforts for mental health care services. Health Information Technology and Health Information Exchange focuses on advancing the use of technology for collection, dissemination and exchange of health data by Medicaid providers to improve health outcomes for clients.

The mission of the Office of Border Public Health is to improve the health and well-being of residents along the Texas-Mexico Border.

Office of Disability Services Coordination

The Office of Disability Services Coordination aims to improve outcomes for Texans with disabilities by:

  • Continuing to enhance HHSC’s delivery of services for people with disabilities by focusing on long-term solutions across the HHS system.
  • Coordinating and communicating with other state agencies as well as external parties to ensure high-quality programs that are easy to navigate.
  • Seeking stakeholder engagement, support and feedback.
  • Ensuring that HHS disability services and supports align with agency strategic goals.

Office of e-Health Coordination

Office of e-Health Coordination provides leadership to and acts as a single point of coordination for health information technology initiatives in the state of Texas.

Office of Health Coordination and Consumer Services

The Office of Health Coordination and Consumer Services coordinates policy for children's services, including children with special needs and their families.

Office of Minority Health Statistics and Engagement

The Office of Minority Health Statistics and Engagement, also referred to as the Center for Elimination of Disproportionality, closed on Sept. 1, 2018.
