Crystal Starkey is the deputy executive commissioner of Family Health Services for the Texas Health and Human Services Commission. She oversees programs that focus on women, children and families in the areas of health and medical services, crisis services and education, early childhood, and family support.
Starkey previously served as associate commissioner of Family and Youth Services and Supports in Family Health Services. She has more than 14 years of state experience in family and youth health services. While at HHSC, she has served in a variety of positions in the Family Violence Program, Office of Acquired Brain Injury, Procurement and Contracting Services and other divisions.
Before joining HHSC, Starkey worked at the Texas Department of State Health Services and the City of Austin.
Starkey earned a bachelor’s degree in sociology with a minor in philosophy from The University of Texas at Austin and a master’s degree in public administration from Texas State University.
