Deputy Chief Information Officer of Administration and Finance, Gina Carter

Regina (Gina) Carter is the deputy chief information officer of Administration and Finance for the Texas Health and Human Services Commission. She oversees administrative and business operations for the Chief Information Office.

Carter has over 30 years of experience in health and human services policy and operations. She served in various roles within HHSC Access and Eligibility Services, including senior adviser to the deputy executive commissioner.

Carter has a bachelor’s degree in criminal justice with a minor in forensic psychology from Texas State University.
