Sylvia Hernandez Kauffman is chief information officer for the Texas Health and Human Services Commission.
Kauffman has more than three decades of experience in executive and senior leadership roles in information technology and state government.
She recently served as Inspector General for Texas Health and Human Services and previously worked in various leadership roles at HHSC, including as senior adviser for strategic infrastructure to the HHSC chief operating officer. She also led the HHSC Office of e-Health Coordination where she oversaw funding and policy development for the Health Information Exchange Network in Texas.
Prior to joining HHSC, Kauffman served in the state of Massachusetts’ IT division where she led the procurement, design, development, and implementation of the Massachusetts’ award-winning state government portal, www.Mass.Gov.
Kauffman earned a bachelor’s degree in computer science from Stanford University and a master’s degree in public policy from Harvard University.
