Director and Chief Actuary, Actuarial Analysis, Rachel Butler

Rachel Butler is the chief actuary and director of Actuarial Analysis in the Chief Financial Officer division of the Texas Health and Human Services Commission. She oversees and directs the development of Medicaid and CHIP capitation rates for all HHSC managed care programs and provides direction and assistance with other agency analyses requiring actuarial expertise.

Butler has 15 years of actuarial experience and more than 10 years of state service. She began her career at HHSC in the System Forecasting division, where she helped with Medicaid caseloads and cost forecast modeling. She later joined the Actuarial Analysis department and in 2013 became the chief actuary. Prior to joining HHSC, Butler performed actuarial valuations for a Texas-based health insurance company.

She earned a bachelor’s degree in mathematics from The University of Texas at Austin and is an associate of the Society of Actuaries and a member of the American Academy of Actuaries.
