Emily Zalkovsky serves as the deputy state Medicaid director for the Texas Health and Human Services Commission. In this role, she oversees policy, program and quality functions for Medicaid and CHIP.
Previously, Zalkovsky served in a variety of staff and leadership roles in HHSC Medicaid and CHIP Services, including the director of policy development support, director for program management for Medicaid managed care, and deputy associate commissioner for policy and program.
Outside of state government, Zalkovsky also has worked as a health care consultant and in the nonprofit sector focusing on housing and health policy. She holds a bachelor’s degree and a Master of Public Affairs from the University of Texas at Austin.
