Wayne Salter is the deputy executive commissioner for Access and Eligibility Services.
Salter has more than 19 years of experience in social services. At HHS, he oversees more than 11,000 employees responsible for delivering public assistance programs, disability determinations services and community-based programs and services to millions of Texans every year.
Before coming to Texas, Salter was deputy director of the Public Assistance Division for the Florida Department of Children and Families. He has dedicated his career to developing innovative solutions for improving social service delivery systems, resulting in significant cost avoidance, efficiencies and streamlined processes.
Salter has a Bachelor of Science degree in management and an associate's degree in business administration. He also holds several professional certifications and is a graduate of the Florida Center for Public Management through the Reubin Askew School of Public Administration at Florida State University, receiving designation as a certified public manager.
