Hailey Kemp is the Chief Public Affairs Officer for the Texas Health and Human Services Commission. Her duties include planning and directing external communications strategies for the agency, and advising the executive commissioner and executive team. She oversees the Office of the Ombudsman, Communications and Government and Stakeholder Relations.
Kemp began her career in state government in 2004 at the Governor’s Office of Budget, Planning and Policy. Since then, she has held various policy, government relations, senior advisor and leadership roles at the Attorney General’s Office, Texas Education Agency and the Health and Human Services Commission.
She has a bachelor’s degree from The University of Texas at Austin.
