Director, Appeals, Carole Hurley

Carole Hurley is the director of the Appeals Division in the Office of the Chief Counsel for the Texas Health and Human Services Commission. Hurley has been with the HHSC Appeals Division since 2012. Before joining HHSC, she was in private practice representing children in care with significant behavioral, educational and medical challenges.

Hurley is past chair of the State Bar of Texas Child Abuse and Neglect Committee, past chair of the Travis County Child Protective Services Board, and a volunteer with Sea Scouts BSA and Girl Scouts of Central Texas. Previously, she served as director of the Texas Children’s Justice Act Project and the Texas Court Improvement Project in the DFPS Legal Division.

Hurley has a Bachelor of Science degree from the University of Texas at Austin and Juris Doctor from South Texas College of Law.
