Hearing. The Texas Health and Human Services Commission (HHSC) will conduct a public hearing to receive public comments on proposed Medicaid payment rates for Ambulance, Birth and Woman’s Health Services, Evaluation and Management, Private Duty Nursing, Personal Care Services, Rural Hospital Inpatient and Outpatient Services. The proposed rate actions are based on direction provided by the 2024-25 General Appropriations Act (GAA), House Bill 1, 88th Legislature, Regular Session, 2023 (Article II, Special Provisions Relating to all Health and Human Services Agencies).

Proposal. The rate actions for the following services are proposed to be effective September 1, 2023:

B(1) Rural Hospital Inpatient Services
B(2) Rural Hospital Outpatient Services
Methodology and Justification. The proposed payment rates were calculated in accordance with Title 1 of the Texas Administrative Code:
Section 355.8021 – Reimbursement Methodology for Home Health Services;
Section 355.8085 – Reimbursement Methodology for Physicians and Other Practitioners;
Section 355.8441 – Reimbursement Methodologies for Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Services (known in Texas as Texas Health Steps);
Section 355.8600 - Reimbursement Methodology for Ambulance Services; and
Section 355.8641 – Reimbursement Methodology for the Women's Health Program.
