Timely reporting requirements for Minimum Data Set assessments have been reinstated by the U.S. Centers for Medicaid and Medicare Services. This is for nursing facilities and is effective May 10, 2021. It rescinds the March 1, 2020 blanket waiver. Texas Health and Human Services Commission will now reinstate all Quality Incentive Payment Program performance requirements on MDS quality measures for the fourth quarter of State Fiscal Year 2021.

QIPP MDS quality metrics will be measured against Quarter 4 performance targets. These are published in the SFY 2021 initial scorecard. This is effective June 1 and impacts:
- All quality measures related to Component Three. Funds dedicated to this component will return to quarterly payments contingent on meeting quarterly targets starting in Quarter 4 which is June through August 2021.
- Percent of Residents with Urinary Tract Infection (CMS ID: N024.02). Component Four will include three equally weighted quality measures for determining payment.
HHSC will also reinstate Component 1 reporting requirements. Effective June 1, 2021, nursing facilities must submit Quality Assurance and Performance Improvement validation reports each month to receive Component 1 payments:
- Validation reports for June 2021 QAPI meetings are due to HHSC through the Long-Term Services and Supports Portal by July 1.
These changes take effect in the monthly scorecard published in July. Quarter 4 payments will be included in the quarterly scorecard published in October.
